ANALYSIS OF COMMUNITY PARTICIPATION IN REGIONAL DEVELOPMENT PLANNING: A CASE STUDY OF REGENCIES AND MUNICIPALITIES IN INDONESIA

Abstract

Regional development in Indonesia is an important aspect of decentralization, which gives local governments the authority to determine policy directions according to local needs. In this context, community participation is a key factor in realizing democratic, transparent, and sustainable development. However, research shows that the level of community involvement in development planning is still low, especially in Musrenbang forums, which are often merely a formality. This study uses a qualitative approach with a literature review of various districts/cities in Indonesia to analyze the forms, factors, and effectiveness of community participation. The results show that community participation is more dominant in the implementation stage than in planning and monitoring, influenced by factors such as education, local leadership, public communication, and community empowerment. Low participation is also related to limited access to information and an elitist political culture. These findings emphasize that effective and sustainable development requires community involvement from the planning to the evaluation stages, supported by transparent, inclusive, and empowerment-based governance. Therefore, increasing community capacity and strengthening public communication are strategic steps to strengthen synergy between local governments and communities in realizing participatory and equitable development.
