Abstract

The rapid advancement of digital technology in the 21st century has transformed public administration and urban planning, leading to the emergence of smart city–based development models. Smart governance requires the integration of digital systems such as the Internet of Things (IoT), big data analytics, artificial intelligence (AI), and e-government platforms to improve bureaucratic efficiency, enhance transparency, and strengthen citizen participation. This study aims to analyze smart city–based development planning through the integration of digital technology in urban governance. A qualitative descriptive approach was employed using literature-based analysis of policy documents, scientific publications, and global smart city frameworks. The findings indicate that smart cities are not solely technological initiatives but comprehensive governance reforms that promote evidence-based policymaking, inclusive participation, and sustainable urban development aligned with the Sustainable Development Goals (SDGs). However, smart city initiatives still face challenges, including fragmented systems, digital infrastructure inequality, weak institutional capacity, and low digital literacy. The study concludes that smart city development must shift from infrastructure-centered approaches toward governance-oriented strategies that emphasize regulatory reform, data interoperability, ethical digital practices, and community empowerment. These results provide a conceptual foundation for future empirical research and policy formulation on sustainable and inclusive smart city governance.
