Abstract

Transforming the public transportation system to be environmentally friendly is a strategic agenda in sustainable development towards 2025. This study aims to reconstruct a public transportation development planning model that is adaptive to climate change, energy efficient, and inclusive of the socio-economic needs of the community. The method used involves a mixed-method approach, combining policy analysis, evaluation of existing infrastructure, and projection of transportation needs based on spatial data and carbon emissions. The results of the study indicate that public transportation planning in Indonesia is still dominated by the paradigm of private vehicle growth and has not fully integrated the principles of a green economy. Therefore, policy reconstruction is needed with three main pillars: (1) integration of low-emission transportation systems based on electricity and renewable energy, (2) collaborative governance between institutions and local governments, and (3) application of smart technology (smart mobility system) to optimize public services. This study is expected to be a conceptual basis for policymakers and city planners in formulating the direction of sustainable public transportation development in 2025 that is oriented towards energy efficiency, environmental quality, and community welfare.
