Abstract

The development of Artificial Intelligence (AI) has brought significant changes to various sectors of life, including defense, security, economics, and government administration. The use of AI technology by states raises various legal issues, particularly regarding accountability for actions carried out automatically or semi-automatically by AI systems. This study aims to analyze the concept of state responsibility in international law regarding the use of AI and identify regulatory challenges arising from this technological development. The study uses normative legal methods with statutory, conceptual, and international legal approaches. The results of the study indicate that the principle of state responsibility in international law can still be applied to actions involving AI because states are the primary legal subjects with an obligation to ensure the use of technology complies with international law. However, the characteristics of AI, which areThe autonomous and complex nature of AI creates difficulties in determining the attribution of actions and causal relationships. Therefore, it is necessary to develop international legal instruments that specifically regulate the use of AI to ensure state accountability and protect human rights.
