Abstract

The rapid growth of digital technology has increased cross-border transactions involving the exchange and processing of personal data across various economic sectors. While this development offers significant benefits to the digital economy, it also creates risks to data security and privacy due to differences in regulations, jurisdictions, and data protection standards among countries. This study aims to analyze personal data protection in cross-border transactions from the perspective of international law and to identify the challenges and measures required to enhance its effectiveness. The research employs a normative legal method using statutory and conceptual approaches through library research. The findings indicate that international law has established several key principles of personal data protection, including legality, transparency, accountability, and data security; however, their implementation continues to face challenges such as differences in national regulations, limitations in cross-jurisdictional law enforcement, and the growing threat of cybercrime. Therefore, regulatory harmonization and stronger international cooperation are necessary to ensure effective personal data protection in cross-border transactions.
